Hi,
first startup the connection listener
Go in the registry and find the Oracle
Home , send look for smth. start up on boot
or alike set it to 1, then tnsping,
then it's ok.

Second your PC name not neccessary if you call
tnsping you have to put an instance name instead i suppose ORCL for
example

Third: you can insert your host name with your IP into file hosts in windows directory,
from then on you can tnsping it too
(or you use 127.0.0.1 WITH the listener ON)

from that stage : listener on, pc name in hosts
and X*reboot you can f** up the database with java
