After a switchover, I see this in the log files (standby side):

ARCH: Evaluating archive log 1 thread 1 sequence 586
Tue May 29 14:53:29 2007
ARC0: Evaluating archive log 1 thread 1 sequence 586
ARC0: Unable to archive log 1 thread 1 sequence 586
Log actively being archived by another process
Tue May 29 14:53:29 2007

Ever seen it?

I see this when I attempt to change the Primary to Standby (for a switchover):

Wed May 30 08:13:18 2007
ARC0: Evaluating archive log 4 thread 1 sequence 596
ARC0: Unable to archive log 4 thread 1 sequence 596
Log actively being archived by another process
Wed May 30 08:13:18 2007
Creating archive destination LOG_ARCHIVE_DEST_1: '/u04/oradata/MYDB/logs/archive/arch_1_596.arc'
ARCH: Completed archiving log 4 thread 1 sequence 596

I'm not sure, but I think it's referring to the LGWR feed to the Standby Database. I THINK it's waiting for the Standby Database to archive off the Standby Redo Log associated with sequence 596, and then it does it's thing. However, I have transport services set to LGWR ASYNC, so it shouldn't have to wait for anything.
