Seems your machine is running out of memory or low memory due to overload of system.

Found this through Google:

This is related to dispatcher (MTS/Shared server).
The dispatcher was unable to spawn a new shared server process to handle requests.
When you are running shared server (MTS) and more shared servers need to be started, they are automatically started up to the number of max shared servers specified in the init.ora file.
This problem is occurring because you are running out of resources on your machine that are required for the servers to startup.

Solutions:
1. Increase swap or memory.
2. Reduce the number of shared servers (dispatchers) that can be started.

Okay, here's another response from someone who encountered the error (also from a google search). He encountered it after doing a patch:

Check the parameters. Perhaps "maxuprc" and "shmmax" have dropped back to default values? Both are dynamic so they were changed immediately.

Possible cause....the system file had somehow gotten out of whack, so when patches were loaded and kernel rebuilt it used a system file that did not have these parms values contained in it, thus causing them to drop back to default values.

Last thought from google -- perhaps it's an operating system limit:

"Check the oracle account's process limits. Is the executable
large memory enabled? (Check the comp.unix.aix archive on google
for an environment variable you can set to make a process run with large memory support.)"

Hope that helps,

Mike

You might check with a Windows System Administrator -- I'm not sure how windows manages memory allocation to specific applications, or how that is adjusted. Good luck!
