How may Oracle enterprise editions ( 11g R2 ) can be run on a Dual Core system with 16GB RAM , 200 concurrent users. also does Oracle run on single core system ?

Post URL to single core system; even my Raspberry Pi is a multi-core system.
System above is VERY resource limited.
If you can afford Oracle s/w license, surely you can afford better hardware.
Answer depends upon your definition of run.
Is 2+ minute response time acceptable?

Well, I run our main production db with ~400 concurrent users on a VM which where the guest sees four processors cores.

Here is the CPU load for one week:

/forum/fa/12947/0/

So it seems in that week it happened ONCE hat more than two CPUs (50%) were in use.

So I would say It depends a lot on what those people are doing. Whether it's just "data shovelling" or more CPU intensive tasks with a lot of calculations going on.

I'm running 5 standard edition database instances on a cloud server with 2 CPUs and 4GB RAM. We had to upgrade from only one CPU because when doing large jobs (backups, exports) performance degraded for the users.
