I have passed OCP in 2009.I am working as a developer.
I already have a Bachelors of Science in Computer Science but I want to stay competitive and am considering an Oracle Certification. The problem is that I am having trouble deciding which one to pursue.

Unfortunately, there is no OCM exam for PL/SQL developers. I once read in an Oracle university magazine, the reason for not having any OCM for pl/sql development is that not many or very few OCPs actually go further for OCM(per their survey). In fact very few OCAs go further for OCP certification.
Apart from OCA and OCP, in database application development, you are only left with Oracle Database: SQL Certified Expert
Anyway, there are lot of other exams for you. Check here
