In Oracle 8.0.5 is now a package "dbms_random"
for that purpose.

How do you use DBMS_RANDOM? I've tried installing it using the SYS account but the procedure can't locate the sys.dbms_crypto_toolkit.

Can someone give advice on how to install and use the package? (both DBMS_CRYPTO_TOOLKIT and DBMS_RANDOM)
