Dony,

DBMS_LOCK.SLEEP suspends the current session for a specified number of seconds.

In our system, transactions are posted in tables that we refer to as queues. The program queries the queue for transaction, if found, they are processed. If no transactions are found they program will sleep for a few seconds and do it all over again.
