Is there possible to send an e-mail via a PL/SQL command?

What version of Oracle are you using? If you have 8.1.6, there is an
Oracle-supplied package called UTL_SMTP which will allow you to send
e-mails from any host language program that can execute PL/SQL (including
SQL*Plus).
