Is there a way to execute sqlplus batch files from a pl/sql procedure.

In particular, I would like to run a sqlplus batch file using the dbms_job package.

I think you can do this thing by using dbms_pipe
package and you need to write a pro*C program
to recieve the sqlplus command from the pl/sql program and execute the system call in pro*c to call
sqlplus command.
