Is Oracle storing the ORACLE_SID and utl_file_dir in one of the SYS tables?

You can find value of utl_file_dir in SYS table named V_$PARAMETER. Following select returns utl_file_dir value:
SELECT VALUE
FROM V_$PARAMETER
WHERE NAME='utl_file_dir';
